my bad .. I was trying to install this from Visual Studio (I was able to install older versions with this way), today I tried through IIS and it installed without any issue.

The internal server tool inside visual studio is not fully compliant with IIS - think of it as IIS lite.

And frankly its a really bad idea to ever work with that server - as it does not truely reflect how your site or modules may operate on a real world server.

- it does not give you control over application pool, bindings or many of the other permissions a user may wind up having set on their server.
