I don't understand why you are still with this hosting company.

.Net Framework 4.0 has been out for at least a year, available to every Windows Server from 2003 forward for at least 1-1.5 years. 

At this point, unless you are getting some $1 a month deal you are wasting money and time with such a crappy company where they can't even support what is now an industry standard for the Windows Platform.
