Open IIS Manager, browse to Server in tree on left side, into ISAPI and CGI restrictions on right side, and check that .NET 4.0 i set to allowed!

If not Controlbar will not work, Edit page will not work - and several other problems will occur.

I almost pulled out my hair over this ....

Was aware of the prereqs - server was setup with Framework 4.x -and the app pool was configured with 4
DNN worked, but serveral functions did not - like controlbar etc - until I fixed the configuration.
