I have a page 'Page 1' to which I have added a custom module called 'Exam Tracker'.

Is there a way to make this module on 'Page 1' always editable, even when 'Page 1' is not in edit mode? May be some configuration, but I have not got it to work.

I have tried to set the module permissions to all all users and unauthenticated users to view and edit, but it seems granting edit permissions at module does not work.

This would be useful to allow certain users, who cannot edit the page, but still be able to edit this module.

Check your Site Settings. You have to allow Module Editors to Edit the Page, however this causes the control panel to appear at the top. (this is a change since DNN 6 where it did not do this and Module Editors just got a Module Action to edit/add content)

But, if module editors are made page editors, then that is not what I am looking for. I need to be able to edit a module on a page , but NOT be allowed to edit the container  page.

Thanks, your answer helped. I set  the following:  Admin > Site Settings Menu option > Advanced Settings Tab  > Usability Settings Section > Control Panel Security property to Page Editors, and it works very well.

Hi
Create a user role group. In the module permission set the edit permission to that user group. Uncheck the inherit permission from page.
Now user in that group will be able to edit the module, no matter page edit permission is provided to that group or not.
