I am upgrading a portal that has 500+ child portals. the upgrade is being done following the recommended path on this site. http://www.dotnetnuke.com/Resources/Wiki/Page/Suggested_Upgrade_Path.aspx

Instance was at 4.8.2.

When upgrading from 6.2.6 to 7.0.2, the site settings page fails with the following error.

Error: Site Settings is currently unavailable.DotNetNuke.Services.Exceptions.ModuleLoadException: Object reference not set to an instance of an object. ---> System.NullReferenceException: Object reference not set to an instance of an object. at DotNetNuke.Modules.Admin.Portals.SiteSettings.get_SelectedCultureCode() at DotNetNuke.Modules.Admin.Portals.SiteSettings.OnLoad(EventArgs e) --- End of inner exception stack trace ---

I have checked my web config and indeed it has globalization set for en-US. Must there be template files in the portals?

How do I fix this problem?
