Using DNN 7.0.6 with an HTML module that is used to display content only when needed. By setting active dates in the past, the module remains hidden when content is not applicable (except to Admins). About to launch site and have discovered that this module when "expired" is not visible under the non-admin user's account who will be updating the module content, even though this user has Edit Module permissions. I have also unchecked "inherit view from page" and explicitly set the module's view permissions to allow. Still cannot see the module, and therefore cannot edit content in Edit Mode. Is there a setting that I'm missing somewhere?

According to the security model, the current behavior is correct - since display of the whole module is suppressed, there is no option for non-page-editors to edit content of the module. You will either need to grant edit permission for the page or use a 3rd party module with internal permission system like Nuntio Content (http://nuntiocontent.codeplex.com).
