I made a module and it has a .resx file
is this for different values for each instance in the site or is it 1 value for everywhere?

I am wanting 3 variables to be set for each instance of my module.

Hi

The different property value you specify in the resource file for controls on a page, are going to available in all instance in a site. This is mostly used for localization purpose. Check this.

that doesn't really answer my question.
I have 3 variables that I would like to be different values for each instance.
does the .resx file only provide the same value for ALL instances or different values for each instance. if only 1 value for all instances then what is the best way to add in my 3 variables? do I have to create a sql table?

content in .resx files is used for ALL instances of your module, and can be overridden per DNN instance or website, but not per page. There is planned a new feature for DNN 7.1.x or 7.2 called page properties, which may help for your use case, but atm this is not available.
However, you would typically use resx as default value for a module setting or tabModule setting. moduleSettings are per module instance and tabModuleSettings may hold data per page reference of a module instance. You will provide a setting control to specify the values, which are automatically loaded with your module, see e.g. source of HTML module as a reference.

Doug,

In this case I would use a module setting to define the string, then you can use a different string for each module instance. If you need this in different languages, feel free to have a look at helferlein_Babelfish (as the localization component - http://www.dotnetnuke.com/Community/E...) and helferlein_Form (as an example - http://www.dotnetnuke.com/Community/E...) to find out how to define multilingual settings.
