Sebastian,

When we upgraded we went straight into 7.1.1. The issue was still present there. It was in 7.1.1 where I was able to fix it by updating the module settings.

Perhaps we noticed this since we upgraded straight to 7.1.1 instead of going through 7.1.0 first?

I am not sure, what caused the issue, saving Module Settings might adjust values in the database, which are not properly upgraded.

I´m having this same issue but cannot find an answer, updated to latest DNN, clicked update on module settings using host account...

Whe itps loading the page the pencil and shield (roles) icons show, but when the page finish loading they dissapear.

Have you tried to Clearing the Cache and restart the application pool, or done a iisrest?

I have just noticed the same problem on DNN 7.3.4 upgraded release by release from way back. Host account can edit user accounts but no site admin can edit user accounts.
