I have just noticed the same problem on DNN 7.3.4 upgraded release by release from way back. Host account can edit user accounts but no site admin can edit user accounts.

"I'm not sure what is causing the issue but I've ran into it myself. I was able to fix it by using my SuperUser account to log in, and go the Manage Users page and just going into the Module settings for the users module (not page settings) and clicking Update.

I also had to do the same for Manage Roles page. "

It solved my problem on User accounts and solved a problem I did not realise I had on Security Roles.

is there any error displayed or logged in Admin > Event Viewer?
