I have a DNN 7.1.2 install with the issue mentioned.
No files visible for the Admin, but they are visible for Host.
I tried everything suggested in this thread, but nothing helps.
As the client cannot wait and I don't have time right now to debug, I re-installed the DNN 6 file manager, which works as expected.

I packaged it and made it (temporarily) available for download for anyone who want a quick fix:

Try creating a brand new user account and tying that user account to the Administration Role.

Accepted Answer 

Hi guys, the following solution worked for me.

  1. Log onto the portal as a Super User
  2. Go to The "Admin" menu and select "File Management"
  3. When file manager opens up, right click on the "Root" folder and the select "View Folder Properties"
  4. On the new window that opens up select the "Permissions" tab.
  5. Even though you can see that the Administrator role has all of the required permissions you should still perform the next step.
  6. From the "Select Role" drop down list, select the "Administrators" role
  7. Click on the "Add" button.
  8. After the window reloads click on the "Copy Permissions" button at the bottom of the window.
  9. After the window reloads click on "Save". From there your problems should be solved.

Please note that you will have to repeat the above mentioned steps for each and every portal that you have running under your specific install.

Hello!

I can confirm Michael's steps as a solution even on 7.4.0. Other suggestions found on different web sources did not work for us.

Now files are seen in File Manager and in Image Manager as well.

Thank you - this was quite an unpleasant issue. :)
