I'm not finished with this issue yet. But right now I think the problem is in either the files or the folders table.

-The file manager in a new portal in this DNN install works fine.
-And if I create a site template while choosing to not include the site files and apply the template to a new portal, the file manager works fine there too.
-making a site template while including the files and applying it to a new portal produces a broken file manager.

So it appears that the files or folders are mixed into the problem

I am investigating the issue further by looking directly at the files and folders.

It is interesting to note that this is new file manager that we are looking at is the new "Digital Asset Management" module. And if you want to you can still have the older file manager module on any page and it still works fine in this "broken" portal.

After extensive trials of removing entries in these tables in an attempt to remove records that are somehow not expected by the program, I can report no success.

And now I have a second DNN installation with the same situation. Just upgraded to 7.1.0 and the new file manager is empty. The work around I have is to add the old "File Manager" module to the page and use it instead of the new Digital Asset Management module that is on the page already.

Have you think about incompatibility of the Skin, by JavaScript ( DNN 7.1 used jQuery 1.9.1 by default)in the ascx control, missing stylesheet artifacts in the Skin.css ?
