I have the same issue in dnn 7.1; I cannot move modules to a different pane and have them 'stick' there. Clearing the browser cache doesn't help. The pane ID is stored in the database how is this not working?

I have create a updated instance now to DNN 7.1, but I can not reproduce your issue.  One Point I found out is that the jQuery pane move needs a Long time and sometimes a reload (F5) of the page is needed in the browser.  I used the Default template to install with Default Skin.   So my question goes are the instances on a hosted Service or a dedicated Server?

I am also experiencing this problem.  Has there been a resolution in some other thread?  I have tried all the suggestions posted here and elsewhere, to no avail.  I upgraded to 7.1 with great hopes.

Apparently, my problem was an incompatible OS at my host.
