I have seen some products that look like they do this with html modules but I have another sitemap module that I want to have a master on 1 page then mirrors on 20 pages under it. So when content or settings are changed for the master it is reflected in the mirrors.

I cannot use the Edit>Add module>click 'Existing Module'> function because that copies the module to another page but does not mirror changes made to it subsequently. And I do not need the copy module to all pages function because it is only going on pages under this header (like only 10% of the site).

If you use the "Display module on all pages" functionality present in module settings then this module can appear on all pages on the portal. The feature you are looking for, i think is not present in dnn.
