I've read that you can force your skins to render as I.E. 9 therefore solving your basic CMS functionality issues in I.E. 10
My Question is... HOW or What is exactly the best way to force your skins and admin skins to render as I.E. 9 if the user is using an I.E. 10 browser?   We recently upgraded several old DNN 4.X sites to DNN 6.2.8 and stumbled on an ISSUE IN I.E. 10.

A number of people have brought it to my attention that the editors and a lot of other fundamental CMS items are making it difficult to make edits via I.E.10 browsers.... I tell them to just use Chrome or Firefox .... but many are only able to use I.E. 10. Unfortunately, that gets bad feedback for DNN which i am trying to overcome with this latest issue. Especially when its not DNN's fault. So I need a work-a-round ASAP.

Please provide in solution or example or links in detail.... thanks...

You can add the following line into the head section of your Default.aspx file in the root Folder of your DNN instance:

<meta http-equiv="X-UA-Compatible" content="IE=9" />

Note: the statement provided by Matthias needs to be the first meta tag in your site.
you may also use IIS website settings to force this behavior (see msdn)

Although it works, I would not edit default.ascx as it's a core change you will have to reapply on every upgrade.
My colleague wrote a blog post on how to solve this with our free stylehelper skin object:
