Hello? Does anyone have any insight in how to go about fixing this without having to upgrade?

I have had the same problem.
The default value in web.config for enablePasswordReset is set to false. By setting it to true I was able to chenge user password from the Admin -> Users interface thus removing the annoying useless error message.
I hope this helps.

I had this same problem in 7.2.1 and the fix mentioned here worked for me as well. This is bad. I created a ticket for this here: https://dnntracker.atlassian.net/browse/DNN-4850

I just got a request from another community member yesterday with the same issue, strangely he said it started without any change being made by any of the admins.

I am having his exact same problem in DNN Content 7.2.1.  Even logged in as host I can not change any user passwords. This started after I upgraded to 7.2.1. I have tried changing the skin to the new gravity skin and the same problem occurs. I looked at the web config and change passwords is enabled already. Any ideas?
