Do you have email setup and working in host settings?

Yes email is set up and working and I receive all test messages and the contact us form works.

Actually after further testing I found the following:

1.  This issue came from upgrading from 7.1.2 to 7.2.1. Verified it worked in 7.1.2

2. Email is set up and was working but now in 7.2.1 is not working either.

3. On this same site when I click add existing module the picklists do not update.

Not sure if this is all related but all odd things since this upgrade.

Found an answer to the inability to change an user's password. Its a documented bug. It was suppose to be fixed in 7.2 but for me it appeared in that version. Go to host - host settings - adv settings - membership management - uncheck enable password history. As soon as I did that I could change passwords again.
