The app pool service account also has write permission to dnn install directory.

 The app pool user must have write and Change permissions (Full) from ROOT Folder to all files and subfolders and it incl. files!  The IIS Handlers Need execute permissions for scripts and executables!

Of course I could P2P Support over Remote to check what the issue is and solve them.  Are all Modules, Providers and Skins compatible with the new Versions?  Sometime the installs stuck about a Module or Provider that is not compatible.  Is it on shared Hosting ?  If yes it is possible that the install get into a timeout about other uplications using to much resources.

Forget If you upgrading from older Versions look first to the wiki about the upgrade paths !  You should upgrade on 3 steps I think.
