On the bottom of every page is a footer which is nice, however I cannot find where to edit that footer.  I want to add another link just to the left of the Privacy Statement link.

Where can I edit the footer?

if it still shows up, when viewing the page in "Layout Mode" (Edit Page menu in control panel), the footer is part of the page skin and can only be edited in source code of the skin (which is mainly HTML). Check page settings (falls back to site settings, falls back to host settings), which skin is being used and whether it is a site or host skins. Host Skins are stored in /portals/_default/skins/[skin package name], while Site Skins are stored inside portal directory, by default /portals/0/skins/[skin package name], either as skin.ascx or [skin name].ascx. You may open it using any HTML editor, modify and save in current location (don't forget to start with a backup).
