Is is possible to have different levels of complexity on different portals or can password complexity only be driven by the single web.config shared by all the portals?

If you mean enabling password strength checking, it's a host only setting (though we did build it with the possibility of extending to portals at a later point if demand was there). As to the complexity rules, some of them (e.g. use of uppercase, use of numeric characters) are hardcoded checks, but 2 of them (minimum special characters and minimum length) are configurable. However these values come from minRequiredPasswordLength and minRequiredNonalphanumericCharacters in the web.config so the values are application wide.
