Matthias Schlomann made the following suggestion from the Community Exchange:

"I know the DNN 7.1.2 have not a bug with this, about it worked on all my instances. Can it be that you did not unblock the upgrade package before you running the upgrade? Win 7/8 and 2012 knows about downloaded files from the Internet, and have to be unblocked before you extract the files. Otherwise executable files will not be extracted, and are missing on your upgrade."

I downloaded the upgrade on my Mac and then transferred it to the server before extraction. I am on 2012. Not sure how to handle this.

I attempted to reinstall the Module and Provider upgrades using the mode=InstallResources option. All of them came back with a Success message and the problem still remains.

Accepted Answer 
Ok.. recopied the full upgrade over to the installation. At first nothing seemed to happen. Reran the mode=InstallResources option. Everything came back with success. Attempted the Tools/Upload file and the component is now working.
