im not sure what it might be- have you checked you have the required pre-requisites i.e. .net 4.0 for the application pool and sql 2008 or above?

I have tried all you have suggested. Would the fact that I'm trying to do this on a Win7 workstation matter? I wouldn't think so.

nope - I use the same setup myself. I still suspect it's permissions - I would verify the application pool user or perhaps change it to network service (if using a custom user)

I have tried several system and user credentials in the application pool and gave all files in the web path full control.

 One thing I did try was to create a new DNN website. The DotNetNuke.log4net.config file was not created. Where does this file come from?
