I would love to be able to set up a way for my users to post their own  photos and videos. Is this possible out of the box? I didn't see a way for this to be accomplished, nor did I really find any social media modules.

You can check the DNNGallery module http://dnngallery.codeplex.com but there was no update for the newer DNN Versions and I didn't tested them for the new Versions.  I know it still works with the last DNN 6.x Versions.

Also you can check the DNNShop for any Gallery modules.

I am using DNN 7.2 and the module you listed above isn't in active development. I'm not really looking for just a simple video gallery, I want my users to be able to create and upload their own videos, into their own galleries, and share them with other users on the site.

there are a number of 3rd party module in the store like UltraMediaGallery, you may want to check out.

Fwiw ... I would avoid the idea of hosting videos or images on your own server ... It can rapidly lead to massive bandwidth and resource overloads ... And what's more people expect YouTube playback quality and responsiveness ... Which is bordering on impossible without dedicated media servers and services ... Not to mention when you want to handle uploads as well you also need to consider encoding issues and storage space nightmares.

I would look instead at options that let people host their videos on YouTube and store images on cloud services like azure ... That way those powerful systems can do all the hard work of ensuring things are formatted and encoded correctly as well and being globally distributed.

As an example ... Have a look at wwww.smartrebrander.com ... It's a dnn site that does pretty much what you described ... Let's people upload and share videos and images and documents ... But it relies on azure and YouTube for delivery on the content.

It also uses a custom video player based on the mediaelements.js html5 engine to provide native playback on YouTube videos in a seamless wrapper
