Dodgefate, I reset the read-only attribute on all files and folders in the website root but it made no difference.

Adnan, no I am still working on this.  Yesterday I did a clean install on a different server that runs Windows Server 2008 R2 and the site runs fine.  I believe it either the difference between 2008 and  2008 R2 or something on the server itself.  I will be working on this some more today.

OK, I did two new installs of DNN 7.2.1 on a Windows 2008 R2 server and each one completed successfully without issue and the sites ran fine (including the "Welcome..." pop-up).  Then I did the exact same install of DNN 7.2.1 on the Windows 2008 server.  The install went fine without issue but I get the same error when attempting to visit the site (in the pop-up window).  Then I did a new install of DNN 6.2.9 on the Windows 2008 server and it also completed fine.  Visiting the site worked perfectly (there is no "Welcome" pop-up in DNN 6.2.9).  Then I did an upgrade to DNN 7.2.1 and it worked fine.  I am now able to login to the site and so far all pages seem to be working as they should.  It seems that whatever the problem is it manifests itself in the "Welcome" pop-up screen and only on Windows Server 2008.  This is not my server so I am not able to upgrade it.  Anyway, I finally have my site up and running and can begin working on setup.  Of course after all this aggravation I have a backup of the website and database -- actually I made two backups!

P.S. early on in the process I did download fresh copies of the install packages and check the "blocked" flag of the ZIP files.

If anyone finds the cause of this behavior I would appreciate a post here to let me and others know what is going on.

I think its the order in which you set up the sites directory within windows 2008 r2. Here is what i did to make sure i had a successful install of 7.2.1.

1. Go to Properties of the install zip file and "Unblock" it. Then Unzip the DNN install to a separate folder on the server.

2. Create new directory for your IIS website.

3. Add the "Network Service" account on the new directory to have Full Permissions.

4. Copy the install files into the new directory for IIS.

5. Create New Website in IIS, but remember to uncheck the "Start Immediatly" box. This way the site doesnt fire up and you can configure your app pool.

6. Configure your App Pool to be .net 4.0, Integrated Security and make sure NetworkService is your App Pool Identity (in advanced settings).

7. Recycle your App Pool.

8. Start your Website.

9. Browse to your Website.

10. Follow Wizard to Install.

If you set the site security after you create the IIS website, then your permissions will not get set on all of the files within DNN causing the issue.

Thanks James, I will try this.  I believe that I followed the same steps that you outlined.  One note... my installation is on Windows Server 2008 Standard (not R2).
