I would shorten the decision list:

- If you are having the budget,
- the requirement to provide copyright exempt,
- the requirement for vendor support
=> use evoq

- otherwise,
- if you have a good integrator,
- or you need of full source code
=> rely on open source DNN Platform

That's the problem; they don't tell us what the budget would be. I assume that they want to set the budget based on the project, and therefore the budget might be less of a criteria, but we do not know.

I am not sure what you mean by "copyright exempt" and "vendor support"; are they in the description of Evoq? If vendor support means that the Evoq license includes support from the vendor, DNN, then that is simple to understand.

Are you saying that the source code for Evoq is not open source? In other words, is it not the same source code? If so then that is inconsistent with what has been said here.

You may find the annual license fee for evoq content in the store: http://store.dnnsoftware.com/home/pro....

Evoq Content is built on top of DNN Platform, i.e. a bundle of modules, providers and services (w/o source code for these extensions).
