I would like to know if it is possible in DNN to develop a website where each and everything like the links, menus, meta title,meta description,content , navigation menu and subnavigation menu from the database itself?

this is how DNN works today i.e. you add pages (which are then stored in the tabs table), defining their title, description, permissions etc. This page hierarchy is how the menu is then generated.

as Addition: just the Skin, Images, css and JS is Server from files for Performance.
It would be helpful, if you could provide the Background of your question.
