go to Languages in Admin menu and select action "create language pack". this provides you with options for language, component type and component, you are creating a package for.

to start from scratch, you go to Languages in Admin menu (without your target language installed).
Click "add language", select "Japanese (Japan)", select System as fallback language and click add.
Now there is a row in the languages grid for Japanese. Click the pencil in column "System"(!!), which will open the language editor.
You get not the first file already selected (GlobalResources.resx) and a list of all resource keys, the right one editable to replace English text with Japanese one. Now translate all keys within the file and save (or save after every portion of about 20 keys - my advice), select the next file in the tree on the left and repeat.

When you are finished, you may use Resource Verifier (in Admin Languages) to check for files still missing.
In the editor you should check "Highlight missing keys", which will show you after saving changes, which keys are still the same as in English (does not properly work with all HTML containing keys).
Last but not least, use "create language pack" to package your files for distribution.

One more tip: I always use a 2nd browser tab to check, where the keys are used and (after finishing a module) whether all keys have been properly translated.
