I have recently playing with dnn 7.2 and have installed a french language pack
After installing and enabling it from admin and host. I were able to do content localization
One problem I am having is that when i change the language to french from the flag it also changes the label of the admin area and links
I like them to remain english so that i can easily able to manage the admin settings or content publishing.

In Admin > Languages, there is a setting for UI language to display, which should add a language selector to the control panel.
If Iconbar doesn't display it, try using ribbonbar controlPanel (in Host Settings) or install Advanced Control Panel from www.oliverhine.com.
