Up to DNN 5.x.x, DNN used to store the UTC offset in a user profile propertty called TimeZone and displayed a predefined list of TZ names (including to shift).
In DNN 6 (AFAIR), we shifted this to use Windows time zones, storing the values in a new property called PreferredTimeZone and displaying time zone names from Windows. There is a logic behind to convert the old TimeZone value to a matching new value when there is no PreferredTimeZone value. Once the user saves his profile, the new value gets stored.
Make sure, you have the new property in place, the old one should be hidden and not displayed in UI.

My registration form does use the 'PreferredTimeZone' property. Should the DataType for that property be 'TimeZoneInfo' or 'TimeZone'?

Are you saying the only way to get the time zones to appear properly for old users is to have them all manually update the preferred time zone property in their profile?

I just checked with a fresh install of DNN 7.2.2 and it uses TimeZoneInfo.
