I am editing the language using language editor to translate language to Chinese traditional and I found there are two choose system and host can be modified. Every items I need to modify twice, one for system another for host. What is the different between these two mode. It seems all items in these two state are the same but I need to translate it twice??

I also confuse with something. When I just want to translate "read more" in the announcement module. But it still doesn't change at all. What's the problem? Do I need to make a new language pack and load it again?

I change all the string in LocalResource->Admin->Desktopmodules->Announcements->App_LocalResources in both system and host mode. Should I change that in other place?
