I "fixed my database install error by going to 4.0.3.... everything appears to install fine (all db tables are there, ...) but now I get this error:

Any suggestions greatly appreciated. I'm tired of wasting time just trying to get this installed.

I just now got this error too, but this is DNN4.3.2, and not a new install, but a transfer from one host to another. As someone suggested, I took a look at SiteUrls.config and noticed it was 0kb for some odd reason, even though I just uploaded it.

I copied it over again, and then got this error:
"Directory 'x:\websites\xxxxx\xxxxx\Portals\_default\Cache' does not exist. Failed to start monitoring file changes."

This folder did not even exist on the other server, but I added the Cache folder and the site is now up and running.

I guess maybe my FTP program just missed files, but I seriously doubt it.
