The version of ActiveForms you are using is not compatible with DNN 7.3.1.  To bring your site back up, delete the file "DotNetNuke.Modules.ActiveForums.dll" in your sites Bin folder.  This will bring your site back up so that you can install a compatible version of ActiveForums.

please move temporarily all .dll files with "Active Forum" out of the bin folder - does this allow the site to come up?
