I once managed to end up with a site that had that (start page popup on each page request) - what happened was that I installed DNN, and then copied the folder and changed the web.config to use a new database. This is not valid as a completed install deletes certain files so cant be reused for a new install (I had forgot I'd already used it for a previous install). The wiki has a page about how to workaround this for fresh installs (http://www.dnnsoftware.com/wiki/page/getting-started-page), but AFAIR I just edited the EnableGettingStartedPage value in the HostSettings table to be false to work around it
