DNN 7.3.2 added localization to stored procedure UpdatePortalSetting, now supporting culture code and allowing to store settings in multiple langauges, but there seem to exist some caveats:
- GetPortalSettings stored procedure does not use CultureCode parameter
- upon storing the params DNN needs to decide per param, whether it is localized or language neutral. I just noticed different values for SSLEnabled (German: True, English: False) in my website

DNN-5742 and DNN-5742 (Pull Request #144) - still requires SaveSiteSettings to provide proper culture code.

Had the same issue today when I set up a new portal (ver. 7.3.2) in German language. Couldn't change any skin. Took me a while to figure out the problem.
Here are the setting names which caused the problems (double entries for English and German).

DefaultAdminContainer
DefaultAdminSkin
DefaultPortalContainer
DefaultPortalSkin
DefaultPortalAlias
EnableSkinWidgets
MaximumVersionHistory
TimeZone

Not happy about things happening after 7.3 (permission problems etc.)

I submitted a fix (pull request #144), which should hopefully be included with DNN 7.3.3
