There is no reason it should be using the wrong version of telerik. Its a straight upgrade from dnn6.2.6 to 7.3.2 and it upgraded with no errors.
The version of jquesry as indicated in the host settings
Installed jquery version 1.9.1
installed jquery UI version 1.10.3
A clean page with no modules and a default gravity skin gives the same issue.

there might be a viewstate issue, DNN developers removed viewstate for most controls, which might affect language selector as well.
Please log your issue at Support.dnnsoftware.com with all details.
