I have the same problem on one site but not on a 2nd site. Both are running 7.04.00

as far as I can see on a new install, ParentID is 0 (zero) for all DataType records.

Deleting all (17) rows from the lists table where ListName = 'DataType' (they all had ParentId = 0) worked for me.

I had a similar issue. It was caused by a profile property of type "Page".
After I removed that, I could edit the users again.
