Thats fair.

The host reset iis permissions
the wwwroot folder permissions were reset as well
Tried the default skins
Jquery is not hosted and using the latest version
Using ribbon bar interface.
Switched to radedit
changed the <modules> tag in the web.config file
I have been clearing my cache all along the way.

Those are all I can remember for now.

I'd try Advanced Control Panel from www.oliverhine.com, there are known issues with RibbonBar in latest DNN version.

That certainly is a great contribution to the community. It is quite nice. I installed it.

After clearing cache, still my problem exists. It is in edit mode but no actual edit options. I only see edit options on admin pages. 
Also the expand/collapse options on that control panel only work on the admin pages. They are unresponsive on the others. (no edit ability with a default skin either)
