I'm a newbee and want to set up a simple DNN site in English/German.  Personally I don't have aspirations to get into much technical stuff. Can someone recommend some links?

this is not a question of the Skin - as long as the designer follows the rules of using skin objects for texts, the skin should work with any language.
You'll need to install the appropriate language pack and might need to enable Content localization.

Thanks.
Lets say I have a textbox which content is in German. If the user then selects the English button the content of the textbox should be in English. How and where would I provide the multi-lingual contents?

You need either use built in language specific pages or a 3rd party solution for page localization and multilingual modules.
To enable language specific pages, go to Host > Host Settings, last tab and enable content localization support for your DNN.
Next go to Languages in Admin menu, make sure you have set the proper default language (this cannot be switched afterwards)
and enable content localization. this will duplicate all pages to the secondary languages and you should be able to translate content.
once done, you need to mark the modules and pages as translated in Page settings. Be careful using module feature "display on all pages".
