please make sure to have the property records for both, portalID = Null (applied to superusers) and portalID = 0

Thank you Sebastian.

The error is gone after I added two property fields Country and Website at SiteSettings --> UserAccountSettings --> Add New Property.

First, I tried to update database Table manually but it didn't work.

After I added the property fields from the UI, the error gone.
