I have tried several times to upgrade from 7.0.2 to 7.3.4 and each time I get a Transaction Log Full message.  I reviewed the SQL Script for 7.3.3 and noted that there is a very large, actually obese transaction to load some 300 regions.  The installation stalls at this transaction.  My ISP limits the Transaction Log to 10MB.  How can this transaction be split into smaller segments?

10mb is very, very small for a log file - if the host really want to control logsize then using a "simple" recovery model is approriate -http://msdn.microsoft.com/en-GB/libra... . As to your issue, id suggest truncating the log to clear it (i.e. doing a full backup), and you'll have ample space (I just tested a base DNN install with a 15MB logfile and only 12% of the space was used i.e. just over 2MB of logspace)
