I have encountered issues which I attribute to rights issues with the app-driven/zip-file-based nature of a DNN update.  As this is not urgent or essential, I am aborting but remain willing to try again if someone else has been successful, or am willing to work collaboratively with someone [and GoDaddy] to iron out the wrinkles.  

The current 'new/virgin' GoDaddy installs they do for users is still 7.0.6 but you get an immediate bright red  "critical update required" notice.

you'll need to unblock the downloaded upgrade package file (at bootom of first tab in File Settings), Prior to uploading all unzipped files to your web space.

Oh worthy sage...

Just circling back to reinforce this advice.  Indeed these things were absolutely necessary for the successful upgrade: 

 The UNPROTECT was essential

Extracting on my local hard drive was essential; don't be tempted to try doing package extracts on the host...  Just doesn't work.

Uploading via FileZilla rather than any of the GoDaddy host-based products.  If you read closely, GoDaddy recommends FileZilla over their products for non-trivial ftp.  The host-based tools seem to lose their minds deep into folders and files that should be overwritten are simply not...  Other ftps may work; the GoDaddy host-based 'ftp' type tools do not fare so well on big jobs.
