Rob,

Does the  "Allow users to choose interface language?" checkbox in the Language Management --> Settings retain the value?

Mine doesn't and just like you I can't select the UI language.

Interestingly the DB table PortalSettings  setting of AllowUserUICulture shows "true" while the "
Allow users to choose interface language?" checkbox always shows "unchecked" and that cannot be changed at all.

Perhaps a botched stored procedure or something.

Didn't have such an issue in 7.3.4 (or earlier) as I have 7.4 now. In all my 5 websites it's just like that.

Wonder whether that'll get resolved in 7.4.1. 

Wonder if it's worth doing the DNN updates at all cost immediately after they're published.

If running DNN 7.4.0 with multilingual sites, there are known issues, especially with default language other than en-US and missing PortalID = 0, does any of this affects your site? in this case you might need to tweak GetPortals stored procedure and remove the line with "en-US".

Rob, AFAIK the menu issue has been reported and should be fixed for DNN 7.4.1
