I have deleted items that are showing up in the Search Results even though the Search Crawler scheduled task reports that it is completing successfully.

If I go to Search Admin and manually reindex the site, they go away.

Is this the expected behavior?  If not, how do I try debugging this?

I was of the impression that the new Lucene based search allows deletion of items - the old indexer usually requested full content on every indexing job.
However, it might depend, whether the module already supports new indexing interface, otherwise deleted items might not be removed from the index.
