Can somebody explain me what is so wrong with serbian language in DNN?

We installed latest dnn 7.4 and tries to set language to serbian but as you can see from image "srpski (Srbija)" has two issues:

1 - There is no flag.

2 - When select this language site normally have two choices english/srpski when use english url is: www.../en-us but when click on srpski it is still www.../en-us.

Can someone please explain me what to do to enable srpski(Srbija) in dnn???

Please people we are in paint with this for a long time.

We don't need dnn translated to serbian it self. We will use apollo module to localize menu and as we have a buch of custom modules we need that url parameter to localize module.

We also have german language installed and we detect url "de-ch" so we can translate our modules but we need for serbian something like "sr-rs" but it doesn't function.

I will not give up on this :(
I downloaded french language pack fr-FR.
- I renamed dnn file from fr-FR to sr-Latin-RS
- I renamed same in dnn file xml
- I renamed each file name in the same way
I zip it and installed.
But now I can't open Admin > Languages
I get following error:
