I deployed a DNN 7 website for a company that has 7 committees. For each committee there is a public page that everyone can see (don't have to be logged in) and then a committee resources page, which can only been seen if they have been assigned that committee role and are logged in. This works great, the page is hidden from the public.

Here's were it breaks down.  Only the committee chair should be able to edit that committee page.  So, I created 2 roles, Committee A and Committee A Chair.  On the page settings permissions only Committee A and Committee A Chair can view the page and only Committee A Chair can edit the page. When the chair is logged in she can see and even click the edit page button in the upper-right hand corner.  BUT, once they edit a module and try to upload a file, they cannot see the upload file button but as an admin I CAN see the upload file button. If I give the Committee A Chair administrator rights then she CAN see the upload file button.

Very frustrating because I don't want to give her full administrator rights to the whole site!!  Please help!

make sure to grant edit permission for the upload folder to the role(s), using Admin > File Manager:
- right click folder in tree
- select Folder Properties
- grant permissions on 2nd tab
- save

To add to what Sebastian has said:

File upload permissions are handled separately from any page/module edit permissions.
The best method is to create a NEW folder (via Admin, File Management) and use the folder properties to grant permissions to the security role (or user) to Read/Browse/Write to that folder.

unfortunately, most modules don't provide a Setting for Default upload Folder.
