I have a DNN 7.3.4 install with a main portal and child portal.  If I log in as an administrator and use the Document Manager within the HTML module editor to create a link to a PDF file, as soon as I click a file to select it I get a pop-up error that says "403 - Forbidden: Access is denied."  This does not happen for host.  This is for a customer site and I have been logging in as host for a couple months to create links as needed.  I need to find a solution, so any help is greatly appreciated.

at a guess I'd say you used the host->file management page, which means the files are stored in the host only folder - you should place them via the admin->file management module

I'm having this same problem, as a HOST user it works fine, as another user you get the nasty forbidden message. In the JS console you also get:

http://URLHERE/DesktopModules/Admin/RadEditorProvider/LinkClickUrlHandler.ashx?portalid=undefined

As a host you get this request

https://URLHERE/DesktopModules/Admin/RadEditorProvider/LinkClickUrlHandler.ashx?portalid=1

Finding this with DNN 7.4.1
