No matter what I do, I get this error and cannot complete upgrade, Can anyone help please??

You need to give a bit more detail about what you did.

Making a guess it looks like you may have tried to run the upgrade again after a failure.

When you go back and try the upgrade again you MUST recover the files of the web site AND the database back to as they were before you started. Then you can have another try.

most likely you are trying to install a new DNN instead of an upgrade - did you use Upgrade package?

I rolled back everything and started over... this time it did upgrade to 7.4.0, but there was no upgrade page... it went straight to the home page.  I logged in as Host and it says it is version 7.4.0... so I guess it's ok, it was just really weird that it wouldn't do it the first time.

does anything happen, if you browse /install/install.aspx?mode=upgrade or /install/install.aspx?mode=installresources ?
