I just upgraded my website to dnn7 and when a user tried to reset their password they get a very vague error when they don't meet the requirements. How do I figure out what the requirements are for the password and then update that message so my users know what security requirements they need to meet to create/reset a password?

Your new password was not accepted for security reasons. Please make sure to choose a password which does not match a previously used password and which is long and complex enough to meet the sites password complexity requirements.

You can find the information at Admin>site settings> user account settings > registration settings section. Alternatively you can find/change it in the web.config file as well.
Also there are few banned password list which are not exposed by DNN.
So based on the above information you can change the message in local resource file
