Gene, DNN 7.4.0 has a number of known issues, especially - but not exclusive - for localized sites.
I strongly suggest upgrading to DNN 7.4.2

On Jan 18 I tried to upgrade my live production site to 7.4.2 and the upgrade seemed to work - no errors reported. But going to the site found it completely un-responsive. The site had been running version 7.4.0 since May of last year just fine. I never had an upgrade fail before, and there were no new messages being logged in the eventlog. I tried re-cycling the app pool using the hosting services control panel and when that didn't seem to work, I even tried making a cosmetic change to the web.config file to trigger a re-cycle. When nothing worked, I restored the site back to 7.4.0 - both code and database and I was able to get back into the site. However - something changed that I cannot explain. Once I had the production site working (mostly) I tried upgrading a local copy of the 7.4.0 site locally, something I should have tried before doing it on the production site. I got the exact same result locally that I had before: the upgrade from 7.4.0 appeared to work without error, but the local version would not come up or even log records in the eventlog. If I could get the local version to work under 7.4..2 then I can push that to my production service but until then I am stuck with the site at 7.4.0

using a copy for upgrades is for sure the best strategy. I am irritated about issues upgrading from 7.4.0 to 7.4.2 - I never experienced it myself nor were there reports here in the forums. Did you unblock downloaded upgrade package? are there errors reported in DNN event log?
