Thanks. My test connection succeeded. I do have another instance running on the same test server, connecting to the same SQL server, different database.

I am not sure but it could be a permission issue with the IIS application pool identity not being able to access SQL Server.

I got it working. What needed to happen was, the new (restored) database needed the User name deleted and then re-added. Then I needed to restart the website.

A co-worker pointed this out for me.

in proper Terms: you need to map the database user again to a valid SQL Server login being used.
