Hi,

I need to add CRUD actions for a category (entity) and its items (entity) of which , Read action can be performed either by all users (non-registered) and other actions needs to be available for admin roles only.

In order to use EditURL and NavigateURL methods, I've registered all the user control files for category and item in the same module definition which actually works fine. I can easily create a new item based on a category by using this approach.  I've got couple of user controls just to fetch particular information so as to display at specific places on my site just uses read action.

I'd like to know is this the right approach to work on parts of a module that has this kind of relation - to include everything in one definition with different unique keys?

One good place to start with your education on module development is Clint Patterson's series of blog posts in the Community Blog section here.

Once you've digested that, come back and perhaps I can point you to some other resources.
